How do we know that NATO has not killed any civilians if there are no ground troops in Libya?

One can assume they use satellite light imagery and human intelligence on the ground. I assume the US wants political leverage over whoever wins since they may one day become our enemy. It's a fight for influence. Anything over $150 a barrel for oil will strangle our economy so the US is like the drug addict who is worried about loosing his/her connection.
