Is it okay to use those thin plastic nylon fasteners to lock check-in luggage for international flights?

You can use them. However, if you suitcase is picked for a random check or they want to do a visual inspection to clear up questions raised by a scan, security can and will break into your suitcase. That's the point of the TSA locks; they can open them without having to damage the lock if needed.
